Adds a streaming pipeline behaviour, which may be an open generic.

Remarks

Nothing happens until AddMediarionStreaming is called, which is where the streaming contracts live. Calling this and not that registers nothing, the same way a stream handler in the assembly is not registered until then.

AddStreamBehavior(Type, ServiceLifetime)

Adds a streaming pipeline behaviour with a lifetime of its own.
